अंग्रेजी आसान है ??

क्षेत्रीय भाषा में इंजीनियरिंग सिखाने के लिए भारत का बहुत ही कमजोर वजूद है !!

                       जबकि नई राष्ट्रीय शिक्षा नीति स्थानीय भाषा के अधिक से अधिक उपयोग को शिक्षा के माध्यम के रूप में उपयोग करने की सिफारिश करती है, लेकिन इसका विशिष्ट प्रभाव समय के साथ प्रकट होगा। हाल के सप्ताहों में मंथन करने वाली एक घोषणा यह है कि अगले शैक्षणिक सत्र में आईआईटी और एनआईटी सहित चयनित इंजीनियरिंग संस्थान देखेंगे और साथ ही क्षेत्रीय भाषाओं में तकनीकी शिक्षा प्रदान करेंगे।

                   केंद्रीय शिक्षा मंत्री रमेश पोखरियाल ने इस पर व्यापक प्रचार किया है, वह हमारे संविधान की आठवीं अनुसूचि में 22 भाषाओं को मजबूत करने और बचाने की आवश्यकता पर जोर देते हैं। सवाल यह है कि क्या इस योग्य लक्ष्य का पुन: इंजीनियरिंग अभिजात वर्ग इंजीनियरिंग संस्थान के माध्यम से पीछा किया जाना चाहिए।

                       शिक्षा, विज्ञान और प्रौद्योगिकी जितना ही आज वैश्विक परिदृश्य को आकार देते हैं, वे परिभाषित करने में अंतिम भूमिका निभाएंगे कि कौन से देश कल सफल होते हैं या असफल। इस संदर्भ में यह भारत का एक उत्कृष्ट संस्थान है, और विश्व विश्वविद्यालय रैंकिंग के शीर्ष पर है। सरकार ने पिछले साल संसद को बताया कि 237 आईआईटी को पार करने की 9,718 की स्वीकृत ताकत के खिलाफ 3,709 संकाय सदस्यों की कमी है। जब लगभग सभी शीर्ष इंजीनियरिंग शिक्षा अंग्रेजी में हुई है, तो क्षेत्रीय भाषाओं में तकनीकी व्याख्यान देने के लिए संकाय कहाँ मिलेगा?

                        इस बात की ओर इशारा करते हुए कि उन देशों में चीनी और जर्मन में कैसे उत्कृष्ट तकनीकी शिक्षा दी जाती है, महत्वपूर्ण बिंदु याद आती है: पूरे पारिस्थितिकी तंत्र के साथ-साथ इतिहास को भी उसी दिशा में तैयार किया जाता है, जबकि यहां हम उस दिशा में आगे बढ़ने की कोशिश कर रहे हैं। उन देशों के विपरीत भारत एक बहुभाषी देश है, और वहां भी पहले की तुलना में अंग्रेजी में अधिक पाठ्यक्रम पेश किए जा रहे हैं। पारंपरिक के लिए स्थानीय भाषा की पाठ्यपुस्तकें और अनुवाद भी उपलब्ध नहीं हैं, पारंपरिक इंजीनियरिंग पाठ्यक्रमों के लिए भी उपलब्ध नहीं हैं, पारंपरिक इंजीनियरिंग पाठ्यक्रमों के लिए उपलब्ध नए लोगों को भूल जाते हैं, कृत्रिम बुद्धि जैसे नए लोगों को भूल जाते हैं। आईआईटी को स्वायत्त संस्थान माना जाता है - उत्कृष्टता के लिए एक आवश्यक पूर्व शर्त। उन्हें चुनने दें कि वे किस भाषा में पढ़ाना चाहते हैं।

India is woefully underprepared to teach engineering in regional language !!

                       While the new National Education policy recommends greater use of the local language as a medium of instruction, specific ramification of this will unfold over time. one announcement that has caused churn in recent weeks is that the next academic session will see selected engineering institution including IITs and NITs offer technical education in regional languages as well.

                      Union education Minister Ramesh Pokhriyal has done widespread outreach on this, an he emphasizes the need to strengthen and save the 22 languages in the Eighth Scheduled of our constitution. The question is whether this worthy goal should be pursued through re-engineering elite engineering institute.

                                  As much as education, science and technology already shape the global landscape today, they will play the ultimate role in defining which nations succeeds or fail tomorrow. When almost all the top engineering education has hitherto been in English, where will the faculty be found for delivering technical lectures in regional languages?

                            Pointing to how excellent technical education is offered in Chinese and German in those countries misses the key point : There the entire ecosystem as well as history are geared in the same direction whereas here we are trying to buck that. unlike those nations India is a multilingual country, and even there more courses are being offered in English than before. Local language textbooks and translation are not even available for traditional are not even available for traditional engineering courses, forgets new ones available for traditional engineering courses, forget new ones like artificial intelligence. IITs are supposed to be autonomous institutions - an essential precondition for excellence. Let them choose what language they want to teach in.
